  • Jan. 22, 2021 - PACEM Solution International releases a press release announcing Cory Mills as Executive Chairman And Rana Alsaadi as Executive Vice Chairman of the company Cory Mills already owned and had been the legal sole owner of since 2014

    • Mills claimed through his LinkedIn account, PACEM website, and press releases that he had several contracts with Islamic countries where he earned his money doing consulting and risk assessments for foreign entities. ​

  • June 15, 2021 - The IRS placed a tax lien against PACEM Solution International LLC for $111.815.29

  • February 24, 2022 - The IRS placed another tax lien against PACEM Solution International LLC for $592,278

  • April 24, 2023 - Mills removed himself as the Registered Agent for PACEM Solution International LLC and designated his wife as the Virginia RA. See evidence here. As of February 2024, Mills is still listed as the sole member of the PACEM Solution International LLC, a Virginia entity.

Business Insider: Rep. Cory Mills founded a company that sells arms to foreign governments. He won't say which ones.

 

“Pacem has had deep ties to foreign governments and is struggling financially.”

 

“Pacem has repeatedly courted munitions deals with foreign governments over during its nearly decade-long existence. A Saudi government-affiliated national security expo promoted Pacem as one of its featured vendors in 2019.”

“Pacem is also loaded with debt: It owes $48 million to a Canadian lender, nearly five times the company's highest potential valuation.” 

 

“In the past two years, the munitions plant has been forced to shut down twice for failing to pay workers' compensation insurance premiums, according to Florida's Department of Workers Compensation.”

 

“In 2016, an Iraqi auditing agency raised questions about whether it had overpaid for Pacem's services.”

  • Mid-March 2018 – Cory Mills had Michael Quesenberry rent a storefront office at 115A Drew Street, Perry, Florida

  • April 3, 2018 - Mills changed the PACEM Solution International and PACEM Defense LLC addresses from their townhouse address to 2941 Fairview Park Dr, Suite550, Falls Church, Virginia 

    • First business office location was acquired (was rented); see floor plan for about 8 people 

  • May 18, 2018 - On behalf of Cory Mills, Michael Quesenberry filed Florida Foreign Domestic LLCs to transact business in Florida for PACEM Solution International LLC; Mills was designated as a sole member and Quesenberry was the Florida Registered Agent

    • They used the 115A Drew St, Perry, Fl address as their place of business

  • May 21, 2018 - On behalf of Cory Mills, Michael Quesenberry filed Florida Foreign Domestic LLCs to transact business in Florida for PACEM Defense LLC; Mills was designated as a sole member and Quesenberry was the Florida Registered Agent

    • ​They used the 115A Drew St, Perry, Fl address as their place of business

  • Mid-June 2018 - The 115A Drew Street, Perry, Florida storefront lease ended; another tenant took over.

  • July 30, 2018 - Mills filed Articles of Incorporation to create a Florida LLC named PACEM Estate Holdings LLC using a storefront that wasn't theirs

    • This is a Florida based entity; Mills was designated as its sole member and Quesenberry was the Florida Registered Agent

    • They used the 115A Drew St, Perry, FL address as their place of business

  • July 2018 - Mills filed Articles of Incorporation for PACEM Estate Holdings LLC using a storefront that wasn't theirs​​

  • August 2018 - Mills obtained his first Access National Bank Loan for $5,000,000 using an SBA special export finance program and his Windrock residence as collateral with Mortgage Officer David Andrew Talebian using an SBA Foreign Export Loan Program. In spite of the numerous issues with HOA liens, IRS liens, and lawsuits, Mills was somehow able to get an SBA Guarantee Loan. 

  • September 2018 - Amtec Less Lethal Systems, Inc. Explosion Kills 2

    • The company was cited by OSHA for the explosion that killed two people; they were fined $130,000. See documentation here

    • Employee Jackie Hendry advised AMTEC's former president that the building was unsafe; she also reported sexual harassment against her supervisor who was promoted the day she was fired. See article here.

      • Hendry filed a civil lawsuit Third Circuit Court on April 16, 2019; she filed a Voluntary Dismissal with Prejudice on November 14, 2020 after reaching a Settlement Agreement
  • October 16, 2018 - Mills signed for his 2nd Access National Bank Loan for 4 Million Dollars with Mortgage Officer David Andrew Talebian to purchase Amtec Less Lethal Systems, Inc.; Mills claims he started this company 

    • Mills used the money from the SBA loan on the home and proceeds from the Ashburn home to purchase the property and buildings to put into the newly created Florida LLC

    • ​​Joseph Schmitz signed deed for 4700 Providence Rd, Perry, FL on behalf of AMTEC for $5.5 MILLION -- notice location & notary location; Schmitz later ended up being on the board of AMTEC under Mills 

      • Joseph Schmitz has been accused of falsifying internal documents and mistreating whistle-blowers. See evidence here.

      • Schmitz also admitted he was trying to sell Ukrianian arms to Syrian Rebels being financed by a Saudi Prince. The CIA had to shut them down. See details here.

      • Joseph Schmitz was/is under Senate Investigation by Charles Grassley for not cooperating with the U.S. Senate​​​

    • Mills obtained a $2.5 million dollar promissory note from National Presto Industries, Inc. to help purchase AMTEC Less Lethal Systems, Inc

    • Mills was able to obtain two huge business loans despite IRS liens, late mortgage payments, etc. 

      • On the same day the stock of the company was sold and put into the name of PACEM Defense LLC whose sole member was Cory Mills of Virginia for approximately $5.1 million. The total transaction was $10,636,000 with National Presto Industries holding Promissory - Note Receivables of $2,869,000. Mills had two Loans with a Virginia Bank totaling $9 million.

  • October 18, 2018 - National Presto Industries, Inc announces sale of Amtec Less Lethal Systems, Inc. out of Wisconsin to PACEM Defense LLC for $10,600,000 -- see press release here

    • The land was placed in the Pacem Estate Holdings LLC and the stock ownership was placed under the PACEM Defense LLC

    • Mills and Asaadi put out a press release in the D.C. area as well 

    • *Notice nothing about law enforcement training prior to sale

  • November 16, 2018 - The Florida Registered Agent for AMTEC Less Lethal Systems, Inc filed a change to the officers/principles of the company: Mills, Alsaadi, McGill, Schmitz, Shannon, and Quesenberry were designated as officers of the 50-person size company - see Sunbiz.org

    • Mills claimed that his PACEM Defense LLC, which is a sole member LLC, had a Corporation holding and called it a DBA

  • April 15, 2019 - Sold patent rights to Waygar Capital Inc., out of Canada 

  • April 16, 2019 - Mechanics Lien filed against Pacem Estate Holdings, LLC of for $299,974.90. 

  • May 17, 2019 - Access Bank required a supplemental mortgage to secure 2 million dollar collateral on the Perry property to keep the Perry facility operating. 

  • 2019 - Took out numerous commercial loans 

  • April 2020 - Mills obtained two COVID Payment Protection Program (PPP) Loans 

  • May 28th, 2021 - Mills obtained a foreign loan from Waygar Capital, Inc. Ninepoint Canadian Senior Debt Master Fund to pay off the Access loans for $5,000,000 and $4,000,000. See loan release here.

    • Ramesh Kashyap is the Managing Director of NinePoint Partners; Wayne Ehgoetz is the CEO of Waygar Capital, he signed the PACEM loans for Waygar​

  • 2021 - An employee filed a lawsuit against Amtec Less Lethal Systems, Inc. for failure to pay into the Worker's Compensation Program: Amtec Less Lethal Sys., v. Fowler

  • June 10, 2021 - The Congressional Oversight Committee launched an investigation into products being sold by ALS, Inc. 

  • June 2022 - EPA Violations and Fines - see evidence here 

  • Jan 18, 2023 - Cory Mills took his name off his Sunbiz filing for his LLCs and ALS, Inc. and replaced himself with Andrew Knaggs and Tarun Handa. Legal and tax impacts are being investigated, see complaint here

  • As of January 2024: According to Sunbiz.org, Knaggs and Handa are still using the same business address -- 2941 Fairview Park Dr., Falls Church, VA; this is also the address that Never Forgotten, Inc. is using​

    • Mills is listed as the sole owner of all the PACEM LLCs 

    • Mills is one of the directors of Never Forgotten, Inc. which has still not filed for nonprofit status

  • August 29, 2018 - Virginia residence loan documents ​show primary residence as 1198 Windrock Rd., McLean, VA 22102; Mills used the 1198 Windrock Dr. home worth $4,175,000.00 as collateral to obtain an SBA Loan for Foreign Exports for $5,000,000​ from Access National Bank Atlantic Union Bank 

    • He obtained this loan to buy the land owned by AMTEC Less Lethal Systems, Inc in Perry, FL

    • ​He got this loan despite bad credit, IRS liens, HOA fines and lawsuit, foreclosure lawsuit, etc.

  • November 8, 2019 - Federal IRS filed an income tax lien against Rana Alsaadi in the amount of $208.745.95 

  • November 18, 2020 - State of Virginia filed a income tax lien against Rana Alsaadi in the amount of $33,951.78

  • 2021 - Mills took out multiple foreign loans; Virginia residence loan documents ​show primary residence as 1198 Windrock Rd., McLean, VA 22102

Illegal Campaign Funds - Foreign Loans and Double Reporting

  • Funds from foreign loan from Canada (Waygar) were routed through the PACEM LLCs as cashflow and income and eventually ended up in Mills' campaign (1.8 million dollars)

  • Double reporting donors and amounts on both his PAC and Campaign for the exact same people and amounts

  • Giving money to suspicious LLCs that don't exist and ones just created a few days before he paid them

 

Campaign Debt

  • Owes $368,743 to his campaign vendors

  • In debt to his own campaign 1.8 million dollars from his so-called personal loans
