Never Forgotten LLC is connected with PACEM Solution International LLC which is still in the business of obtaining government contracts and foreign funding. As a congressman, this is a conflict of interest, especially since Mills is on the Foreign Affairs Committee. It's an ethics violation for members of congress to have income from gov contracts.

They didn’t stand with the millions of Americans mourning his death. They stood with the one who mocked his legacy. They showed us exactly who they are, and we won’t forget.”

“U.S. terrorist watchlist grows to 2 million people — nearly doubling in 6 years” - CBS News
“According to U.S. national security assessments for 2023 and 2024, the threats of both foreign and domestic terrorism are on the rise. According to intelligence community insiders, the government considers it imperative to rely on the watchlist as part of its "early warning system.’”

The FISA Court is vital to protecting our nation and is a major component of said “early warning system.” Additionally, it makes up 70% of the daily security briefing to the president.

Over 20 Years of Stolen Valor
-
Cory Mills claims he served in Iraq for 7 years and Afghanistan for 2-4 years as a combat veteran, and that he has fought many wars and terrorism for more of his life; his claims are not substantiated by his official military records
-
Mills lumps his army time in with his time working for contractors and foreign NGOs
-
Cory Mills defrauded the State Department while claims that he served in the US Army 75th Ranger Regiment, attended US Army Sniper School, attended the SOCM course, etc.
-
Claims he was "blown up twice” and “wounded twice” while deployed.
-
1st Incident: Sources said he was not wounded, he had a concussion and was told to self-monitor.
-
2nd Incident: “The day that 4 of us were wounded, 19 April 2006, the 2 Army soldiers were awarded a Purple Heart right there in the emergency room of the 10th CASH in the Green Zone. The rest of the soldiers got nothing even if they had a concussion or bumped their head, they weren’t “wounded.” Cory Mills was NOT in that vehicle, the vehicle he was in was already around the corner and down the street. Not blown up or wounded, period.” - Fellow Contractor S.K.

-
Alleged Bronze Star Recommendation
-
In 2024, Cory sent a marked-up Bronze Star recommendation to reporter Mark Harper
-
Key issues with the form and claims therein:
-
Form (DA 638, Apr 2021) was filled out decades after Mills left the Army—and long after he claimed to already have the medal.
-
Date covered; signature page missing → incomplete/unverifiable.
-
Retired General Mills cited said: “To be clear, I am not validating any of the specifics.”
-
If he’d received the award during service, an original citation should exist.
-
Incident facts (2003, when Pfc. Alan Babin was wounded):
-
Babin = only medic with platoon.
-
Staff Sgt. Jesse Walker & Augest Berndt treated him at the scene.
-
2-325 medics cared for Babin post-evac.
-
Henry “Hank” Barbe & 3-325 medics continued care in flight.
-
Mills not named in contemporary reports or witness accounts.
-
-
-
Eyewitnesses:
-
3 of 4 interviewed don’t recall Mills
-
1 vaguely recalls him, but not as lifesaver
-
-
Bottom line: Until a full, un-redacted citation emerges, Mills’s alleged Bronze Star remains unsubstantiated.

-
Put His Fellow Contractors Lives at Risk
-
'People could have f**king died depending upon him if he failed to perform.' - BLAZE Media: Stolen valor? Veterans dispute Cory Mills’ record: 'He fooled a lot of us'
-
-
Abandoned His Fellow Contractors in Iraq
-
Multiple team leaders and higher ups at DynCorp have come forward stating that Mills was told to provide his DD214 or get out; his employment was ultimately terminated for failure to produce the requested records. Rather than provide it, Cory took off. They also say he was not a team leader or shift leader, and describe that Mills' claims of military experience and training did not match up with his records. Additionally, many of his colleagues reportedly did not want to ride with Mills due to his attitude and lack of work ethic.

Cory was heard by police telling Sarah to lie about the source of her bruises

SBA Lawsuit: Cory Mills and Rana Al Saadi are named in lawsuits as the owners of PACEM Solutions LLC. SBA investigated their CARE Act Funds, they were using those funds to pay his SBA loans, SBA determined he got the CARE Act Funds illegally because he defaulted on his SBA loan to buy the property in Perry FL.
-
-
SBA demanded the almost 200k back. Then PACEM Solutions International LLC sued the SBA, and said they owed him money. They lost that case, then appealed, they lost that too.
-
-
“Benjamin Russell was injured by a flying smoke grenade.” PACEM grenade exploded and injured a police officer during a training in Alabama. They sued Pacem Defense, LLC d/b/a ALS Technologies. PACEM tried to move the case out of Alabama, they filed a motion, it was denied. This case is currently active.
-
“The first three counts target the SAF Smoke Grenade’s manufacturers (Pacem Defense, LLC d/b/a ALS Technologies). Count I alleges wantonness and negligence. Count II alleges breach of warranty. And Count III alleges breach of the Alabama Extended Manufacturer’s Liability Doctrine.”
-
-
DSS A.S. V. Pacem Defense LLC, d/b/a PACEM Defense/ALS Lawsuit
-
PACEM got a contract worth $10,000,000 to sell 40 mm grenades to DSS A.S.; they received 3 to 5 million in down payments. The grenades were never delivered.
-
PACEM was offered 14 million by the Ukranian Ministry of Interior via Spetstechnoexport for the grenades they were supposed to send to DSS AS. Instead of fulfilling their contract with DSS AS, PACEM attempted to send the grenades to Spetstechnoexport. When DSS AS inquired about their missing ammo, PACEM accidentally sent them the new DSP-5 showing that their ammo was going to Spetstechnoexport instead. D.S.S. AS subsequently filed a lawsuit against PACEM.
-
D.S.S. AS sued for fraud, conversion of money, etc. Case is still active. Following mediation, both parties told the judge they are working to reach an agreement to settle the case. PACEM still owes them 3 to 5 million. Original Complaint / Amended Complaint

Customs & Border Patrol /DHS Seizes Ammo
-
To sell certain things to foreign companies, companies have to get approval (Form DSP-5) from the DTTC within DHS; when DSS A.S. got the contract with PACEM, PACEM submitted the DSP-5 and got it approved; that approval was only for a limited number of months. Instead of doing an amendment to their current DSP-5 (a DSP-6) when they decided to fulfill the order with Spetstechnoexport instead of DSS A.S., they did a new DSP-5 and had another company (Battle Born Munitions out of Nevada) ship the grenades for them.
-
When the ammo went from their facility in Perry, FL to Port Leland in Wilmington, NC, it was discovered that the numbers on the new DSP-5 didn’t match anything in the database.
-
The shipper called DHS. Customs & Border Patrol seized the grenades. PACEM asked for them back - they were denied. They kept going back and forth asking for them back.
-
There is an active investigation alleging that PACEM LLCs was trying to ship the grenades out of the country illegally, violating 4 federal statutes.
-

-
The Office of Congressional Ethics recommends further review of allegations against Rep. Mills because there is substantial reason to believe that Mills may have:
-
1-Omitted or misrepresented required information in his financial disclosure statements.
-
2-Accepted excessive contributions in the form of personal loans and contributions that may not have derived from Rep. Mills’s personal funds.
-
3-Entered into, held, or enjoyed contracts with federal agencies while serving in Congress.
-
Cory Mills also declined" to provide requested information to the OCE, did not cooperate with the OCE review" and the board has recommended that he be subpoenaed also one with others from PACEM and two of the companies that worked on his campaign.

Residency in Question
-
Mills' Florida driver's license, registration, and insurance are SUSPENDED
-
Mills continues to rent vacation properties in Florida ranging from $12,000-14,000 a month while claiming to reside here; he told Volusia County Republicans he has a "lease to purchase" a home here.
-
During his campaign in 2021-2022, Mills had no vehicles registered in the state of Florida
-
He charged his campaign for Uber and limousine services (see FEC Form 6 Filings)
-
-
Mills listed a residence in McLean, VA as his primary residence on loan documents in 2021. That same year, Mills claimed to be living in a 1000 sq. ft bungalow in Winter Park, FL with 8 other people while leaving his wife and child in another state. He then signed a year lease for a vacation rental in New Smyrna Beach, Florida. During his campaign, Mills told voters that he bought a house in New Smyrna; he told other voters in Volusia county that he did a rent-to-own on the property. However, as of February 2024, there was no sales record for a home in our district. He has been renting vacation rentals in and near New Smyrna Beach since June 2022. There was little to no water usage at the vacation rental for 6 out of 12 months of 2023, per Mills’ utility bills. Meanwhile, he was nearly evicted from his primary residence, the DC penthouse he is renting.
-
While Cory Mills claims to be a Florida Resident; his wife Rana Alsaadi is the Virginia resident RA for PACEM Solution International LLC and is still listed on the PACEM website as the Executive Chairwoman for the business out of Falls Church, VA 22042 (last checked February 2024)

Late Rent Payments, Eviction Threats
-
"Rep. Cory Mills pays nearly $21,000 a month for a D.C. luxury penthouse in a swanky building that overlooks the Tidal Basin, the Wharf, and the Thomas Jefferson Memorial. At least, he’s supposed to pay that much in rent. But according to an eviction lawsuit filed in D.C. Superior Court, Mills slipped $85,000 in arrears by not paying rent from March to July. That was after he was served notice in January that the building management company intended to sue over the more than $18,000 he apparently owed at that time." - Source: Cory Mills vs. the truth: Top 10 times the GOP wunderkind played fast and loose with the facts - Blaze Media
-
"According to Sollenberger’s reporting, Mills has paid more than $15,000 in late fees since he began renting the D.C. penthouse in June 2023. That’s approximately $850 per month “for the privilege of paying rent late every month,” Sollenberger wrote on X on July 14." - Source: Florida congressman facing eviction lived in luxury with 'magnificent views" - The Daytona Beach News-Journal

According to his 2023 Financial Disclosures made to congress, Mills claimed to have made over $1,000,000 from January 2023 to May 2023. As of May 2023, Mills claimed to be a "former business owner" but remained the sole member of PACEM Solution International LLC; as of February 2024 this remains true. According to Florida Sunbiz.org, his name was taken off of his income producing entities. He also lost his rent out of PACEM Estate Holdings in Perry, FL and his income from ALS, Inc.
-
Federal law states that congressmen must notify congress of all changes in liabilities and assets within 30 days
-
Mills sold his home in June 2023 and transferred his businesses out of his name in January 2023
-
As of February 2024, Mills has not notified congress per the law

-
"On Aug. 13, 2024, Mills filed a financial disclosure for the year 2023, but did not disclose any earnings − including his $174,000 congressional salary − other than commercial real-estate rental income for a building in Perry. The document only lists a range of between $100,001 and $1 million. ... In March 2023, Mills filed an amended disclosure to presumably clear up a discrepancy in his previous two filings. Mills earned $310,271 from his business, Pacem Solutions International, in 2022, while his spouse, Rana Al Saadi earned $233,469 from the same business, the document shows. Mills also collected rental income in the same range as 2023. It stated he had earned $587,248 from the business in the first two months of 2023, the year he entered the House." - Source: Florida congressman facing eviction lived in luxury with 'magnificent views'

Claims to be a successful businessman and business leader, but sales for ALS, Inc. plummeted after his acquisition of the company. See more details here.
-
Outstanding Debt
- Loans of approximately $23,000,000 are owed to Waygar Capital, Inc., in Toronto, CA for his business and business cash flow; the FEC is investigating how some of these funds made it from his business to his campaign fund
-
Refer to audio recording above of Waygar's CEO describing Issuer 10 (i.e. PACEM) to investors in March 2022
-
"In a presentation to investors, Waygar said, “we anticipate that issuers 2, 9, and 10 [Pacem] will be exiting the fund by late Q4 or early Q1 2023.” Despite Ninepoint "calling" the loan, PACEM hasn't paid down their debt as of September 2023."
-
-
The finding that "ALS was acquired for $10 million is very interesting. How can the same company have $50 million in debt now? Mills told Business Insider that the loan was for R&D. However, Ninepoint tells investors that they only loan against assets. Financing R&D is risky. For what I can see, the R&D hasn't yield any significant results, since no Patents have been filed by PACEM or ALS (fka Amtec Less Lethal) since 2017." - undisclosed source
-
"As you would expect, a congressman dealing with selling hundreds of millions in munitions to foreign governments would attract scrutiny from the US media."
-
[NOTE: Members of congress can only make 15% above their salary. Additionally, members of congress are not allowed to earn income from foreign entities/contracts or federal contracts.]
-
-
"An Insider examination of his business dealings, though, found that Pacem has had deep ties to foreign governments and is struggling financially.’ Beyond reporting that Pacem was ‘struggling financially,’ Business Insider partially corroborated our findings by saying that Mills had obtained financing from a Canadian lender. They also disclosed the use of proceeds from the loan."
-
The Waygar loan is currently outstanding. “Pacem is also loaded with debt: It owes $48 million to a Canadian lender, nearly five times the company's highest potential valuation. Mills said the loan was funding research and development.” - OPM Wire
-
Waygar wants to foreclose but they’re stuck because there’s no equity in PACEM/ALS
-
“Today, in order for the Ninepoint-Waygar Fund to get fully repaid, it seems that Issuer 10 (PACEM) will need to sell its assets for no less than $61.6 million.” - OPM Wire

Paying Congressional Campaign Staff Money Via LLCs
-

-

-
Mills made payments totaling $7,727.13 for "travel expenses" for Quarter 2 in 2023 to Sword & Eagle LLC at an address owned by Peter and Cathy Treadwell in Germantown, Tennessee. Their daughter Catherine Treadwell is Mills' Chief of Staff/General Counsel. The LLC filing date was May 4, 2023; the dates of payment were May 10, 2023 and June 1, 2023. See more details here.

Funeral Lie

Mills falsely claimed that a deceased soldier's family spent $60,000 for Funeral services in Arlington Cemetery.

“When caught in their lie, Mills blamed the military and the Gee family for being “confused.”
“The story stemmed from Rep. Cory Mills, R-Fla., who told Fox News that Gee's family was forced to pay to have her remains transferred from California to Arlington National Cemetery at a cost of $60,000.

A spokesperson for Mills provided the publication a statement the congressman made in July about the handling of Gee's remains, but did not comment on an apology.”

Promises Made, Promises Kept?
Mills claimed during his campaign and again in a tweet after he was sworn into Congress that he was going to donate his entire salary to charity.

"We the people are the rightful masters of both Congress and the courts, not to overthrow the Constitution but to overthrow the men who pervert the Constitution." - Abraham Lincoln
