  • SBA Lawsuit: Cory Mills and Rana Al Saadi are named in lawsuits as the owners of PACEM Solutions LLC. SBA investigated their CARE Act Funds, they were using those funds to pay his SBA loans, SBA determined he got the CARE Act Funds illegally because he defaulted on his SBA loan to buy the property in Perry FL.

  • SBA demanded the almost 200k back. Then PACEM Solutions International LLC sued the SBA, and said they owed him money. They lost that case, then appealed, they lost that too.

  • “Benjamin Russell was injured by a flying smoke grenade.” PACEM grenade exploded and injured a police officer during a training in Alabama. They sued Pacem Defense, LLC d/b/a ALS Technologies. PACEM tried to move the case out of Alabama, they filed a motion, it was denied. This case is currently active. 

    • ​“The first three counts target the SAF Smoke Grenade’s manufacturers (Pacem Defense, LLC d/b/a ALS Technologies). Count I alleges wantonness and negligence. Count II alleges breach of warranty. And Count III alleges breach of the Alabama Extended Manufacturer’s Liability Doctrine.”​

  • DSS A.S. V. Pacem Defense LLC, d/b/a PACEM Defense/ALS Lawsuit

    • ​​PACEM got a contract worth $10,000,000 to sell 40 mm grenades to DSS A.S.; they received 3 to 5 million in down payments. The grenades were never delivered.

    • PACEM was offered 14 million by the Ukranian Ministry of Interior via Spetstechnoexport for the grenades they were supposed to send to DSS AS. Instead of fulfilling their contract with DSS AS, PACEM attempted to send the grenades to Spetstechnoexport. When DSS AS inquired about their missing ammo, PACEM accidentally sent them the new DSP-5 showing that their ammo was going to Spetstechnoexport instead. D.S.S. AS subsequently filed a lawsuit against PACEM.

      • D.S.S. AS sued for fraud, conversion of money, etc. Case is still active. Following mediation, both parties told the judge they are working to reach an agreement to settle the case. PACEM still owes them 3 to 5 million. Original Complaint / Amended Complaint

  • Customs & Border Patrol /DHS Seizes Ammo

    • To sell certain things to foreign companies, companies have to get approval (Form DSP-5) from the DTTC within DHS; when DSS A.S. got the contract with PACEM, PACEM submitted the DSP-5 and got it approved; that approval was only for a limited number of months. Instead of doing an amendment to their current DSP-5 (a DSP-6) when they decided to fulfill the order with Spetstechnoexport instead of DSS A.S., they did a new DSP-5 and had another company (Battle Born Munitions out of Nevada) ship the grenades for them. 

  • The Office of Congressional Ethics recommends further review of allegations against Rep. Mills because there is substantial reason to believe that Mills may have:

    • 1-Omitted or misrepresented required information in his financial disclosure statements. 

    • 2-Accepted excessive contributions in the form of personal loans and contributions that may not have derived from Rep. Mills’s personal funds.

    • 3-Entered into, held, or enjoyed contracts with federal agencies while serving in Congress.

    • Cory Mills also declined" to provide requested information to the OCE, did not cooperate with the OCE review" and the board has recommended that he be subpoenaed also one with others from PACEM and two of the companies that worked on his campaign.
