SBA investigated their CARE Act Funds, they were using those funds to pay his SBA loans, SBA determined he got the CARE Act Funds illegally because he defaulted on his SBA loan to buy the property in Perry FL. SBA demanded the almost 200k back. Then PACEM Solutions International LLC sued the SBA , and said they owed him money. They lost that case, then appealed, they lost that too. Case Summary: In a unanimous decision, a Fourth Circuit panel affirmed the district court’s ruling that the SBA properly concluded PACEM’s $5 million loan was ineligible for COVID-19 debt relief under the CARES Act. “Benjamin Russell was injured by a flying smoke grenade.” PACEM grenade exploded and injured a police officer during a training in Alabama. They sued Pacem Defense, LLC d/b/a ALS Technologies. PACEM tried to move the case out of Alabama, they filed a motion, it was denied. This case is currently active. “The first three counts target the SAF Smoke Grenade’s manufacturers (Pacem Defense, LLC d/b/a ALS Technologies). Count I alleges wantonness and negligence . Count II alleges breach of warranty . And Count III alleges breach of the Alabama Extended Manufacturer’s Liability Doctrine.” Russell v. LEIDOS Inc et al CASE NUMBER: 1:23-cv-01488-CLM DSS A.S. V. Pacem Defense LLC, d/b/a PACEM Defense/ALS Lawsuit PACEM got a contract worth $10,000,000 to sell 40 mm grenades to DSS A.S.; they received 3 to 5 million in down payments. The grenades were never delivered. PACEM was offered 14 million by the Ukranian Ministry of Interior via Spetstechnoexport for the grenades they were supposed to send to DSS AS. Instead of fulfilling their contract with DSS AS, PACEM attempted to send the grenades to Spetstechnoexport. When DSS AS inquired about their missing ammo, PACEM accidentally sent them the new DSP-5 showing that their ammo was going to Spetstechnoexport instead. D.S.S. AS subsequently filed a lawsuit against PACEM. D.S.S. AS sued for fraud, conversion of money, etc. Case is still active. Following mediation, both parties told the judge they are working to reach an agreement to settle the case. PACEM still owes them 3 to 5 million. Original Complaint / Amended Complaint Customs & Border Patrol /DHS Seizes Ammo To sell certain things to foreign companies, companies have to get approval (Form DSP-5) from the DTTC within DHS; when DSS A.S. got the contract with PACEM, PACEM submitted the DSP-5 and got it approved; that approval was only for a limited number of months. Instead of doing an amendment to their current DSP-5 (a DSP-6) when they decided to fulfill the order with Spetstechnoexport instead of DSS A.S., they did a new DSP-5 and had another company (Battle Born Munitions out of Nevada) ship the grenades for them. When the ammo went from their facility in Perry, FL to Port Leland in Wilmington, NC, it was discovered that the numbers on the new DSP-5 didn’t match anything in the database. "ICE Homeland Security Investigations (*HSI") ultimately determined that the export license that Simter had been provided by BBM was marked with two separate license numbers - 058281440 and 058281140 - and the license was fraudulent. " The shipper called DHS. Customs & Border Patrol seized the grenades. PACEM asked for them back - they were denied. They kept going back and forth asking for them back. There is an active investigation alleging that PACEM LLCs was trying to ship the grenades out of the country illegally, violating 4 federal statutes. The Office of Congressional Ethics recommends further review of allegations against Rep. Mills because there is substantial reason to believe that Mills may have: 1-Omitted or misrepresented required information in his financial disclosure statements. 2-Accepted excessive contributions in the form of personal loans and contributions that may not have derived from Rep. Mills’s personal funds. 3-Entered into, held, or enjoyed contracts with federal agencies while serving in Congress. During his campaign, Mills told voters that he bought a house in New Smyrna; he told other voters in Volusia county that he did a rent-to-own on the property. However, as of February 2024, there was no sales record for a home in our district. He has been renting vacation rentals in and near New Smyrna Beach since June 2022. There was little to no water usage at the vacation rental for 6 out of 12 months of 2023, per Mills’ utility bills. Meanwhile, he was nearly evicted from his primary residence, the DC penthouse he is renting. HOA Liens, IRS Liens, HOA Lawsuit, Foreclosure Lawsuit, etc. 2003-2005: Jacksonville CLAIMS: May 2005-December 2009 - Mills claims to have been overseas during this time "fighting against tyranny," getting "personally targeted by Iranian terrorists," fighting in many wars, working for federal agencies, "deployed several times... over 7 years in Iraq," serving "5 years military and 5 years in the government," etc. FACTS: August 2003 – May 2005 - Mills attended Jacksonville Community College and earned an Associate Degree in Liberal Arts for Health Administrative Services August 2003 - Mills rented an apartment with Imelda Montero at Danforth Drive, Jacksonville, FL September 4, 2004 – Mills married Imelda Montero in Duval County; Mills rented another apartment with Imelda Montero Mills at Richmond Park Dr N in Jacksonville, FL 2005 - Worked for DYN Corporation doing USAID projects. June 2007 - Mills and his wife bought a townhome at 13536 Isla Vista Dr., Jacksonville, FL for $461,000 using two mortgages; Cory Mills was in Jacksonville at the time of the purchase and signed the mortgages in person. May 2008 - Imelda Montero Mills filed for divorce. The divorce was official on June 2, 2008 Mills was in Jacksonville at the time of the divorce and signed the final judgment in person. was ordered to pay an IRS lien of $13,000, $20,000 of credit card debts, and more; see order here. Mills was in Jacksonville to sign and file the divorce paper submittals; see details here. 2009 - Cory Mills received his first IRS Federal Tax Lien for not paying his federal income taxes for 2007. December 2009 - Mills contract with DYN Corp ended and was not renewed. Multiple unnamed sources have come forward stating that Mills was let go from DYN Corp for failing to produce his DD214. They also describe his claims of military experience and training did not match up with his records. This is an unfolding story as we learn more about the situation and Mills' time overseas.
